Reports whether assigning the given assistance requests to the given staff member would produce a scheduling conflict.

Each assistance occupies a fixed ten-minute window: a departure covers the ten minutes up to and including its departure time, and an arrival covers the ten minutes from its arrival time onward. Two assistances conflict when those windows intersect, including when they meet at exactly one boundary. Windows are compared as absolute instants, so a result never depends on the timezone used to display them.

A conflict is reported when any selected assistance overlaps another assistance already assigned to the staff member, and also when two of the selected assistances overlap each other. The selected assistances are excluded from the comparison against existing work, as are cancelled assistances and those on a journey leg in a terminal state. Only assistances assigned to the named staff member are considered, whether assigned to them directly or through a callsign they hold.

The check is read-only and advisory: it never assigns, unassigns or otherwise alters data, and a conflict does not prevent assignment.
