Replaces the full station assignment list for a station manager. The caller must manage
every existing and requested station and the staff organisation must be visible to them,
unless the caller is a Transreport user. Newly added stations must be explicitly enabled
for RRMS; existing disabled stations may be retained or removed. Duplicate codes are merged.
At least one station must remain; use DELETE to revoke access completely.
