Removes a station manager record and all its station assignments, leaving the staff account
intact. The caller must manage every assigned station and the staff organisation must be
visible to them, unless the caller is a Transreport user. Disabled-station assignments and
inactive or deleted staff records can be revoked. Transreport users retain their implicit RRMS access.
