Adds one or more active staff users as station managers. Each entry contains a user ID
returned by GET /rrms/api/v1/users and one or more uppercase station CRS codes.
Stations must exist and be explicitly enabled by the RRMS feature flag.
Existing station managers can assign only stations they manage and staff in organisations
visible to them. Transreport users can assign any enabled station.
Assignments are additive: existing stations are retained, and repeated users or station
codes are merged. The response contains one record per distinct user, in first-requested order.
The whole batch succeeds or fails together; no assignments are saved on an error.
