Reactivates a customer account using the magic-link tokens sent via the data-retention warning email.
This endpoint is token-based and does not require a passenger bearer token.
During a configured recovery window, legacy links from explicitly approved notification
reports can also reactivate notified customers, including after their original token expiry.
Both original token signatures and the customer's retention cycle must match. Customers
eligible for deletion or already deleted cannot be recovered through this endpoint.
